Should you take work study first semester? Will it hurt your grades?

Work study does NOT hurt your grades. Not studying hurts your grades. IF you cannot do both then quit the job but why would you not take a job and see how it goes? Did you work in HS? Are you used to having a job?

definitely do work study. most universities allow you to go work whenever you want-such as between classes and most only require a few hours a weeks such as 15-20. its also a good way to meet people and make some good pocket change.

Do they let you work in a place like the registrar or admissions or do they restrict you to working in place like cafeteria for safety reasons like someone changing their grades?

Library.....Lab....Development....Alumni......community service.....research. I don't know anyone who works food service or anything that mundane.

I did work study my first year of college. It was the first job I'd ever had, and I loved it. I got 7.25 an hour and I worked 10 hours a week. I also made Dean's List both semesters so no it does not hurt your grade. Just think of the time it takes up in your week like an extra class, only without homework.

It seems better to just get a part-time job, that pays more.

If you want a job on campus, then you better be lucky enough to get Work Study. I didn't even know that it was required for all jobs here!

Would working in dean's office, admissions office, or library be better?

You should find out what you'd have to do at each location on campus and figure out which job is the best for you, your abilities, and the time you can commit to them.

Which on campus position is generally look most prestigious and pays the most?

It depends on the school. They'd probably all be paid the same at mine, but I can't say for sure because I don't work in any of those departments. And I personally don't think that any one is more "prestigious" than the other.
