My school this year has implemented a policy so that it takes TWO WEEKS to get your transcript and test scores(that means having the envelope in your hands, not even mailed off), and at least two weeks to file the paperwork needed for your teachers to write your letters of recomendation (seriously, you need to fill out an info packet, send THEM a copy of your transcript, have your parents and counselor sign it, etc.) before they are even allowed to write the letter.

Here's my issue:
I'm applying to be a QuestBridge finalist. Acc to the college-specific requirements, I need to submit test scores, transcripts, and a CSS profile to both schools I have ranked.

Due to the lag between requesting what I need and the colleges actually getting it, would it be okay/possible to just send the information to BOTH colleges I ranked, fill out Common App for both, and then if all works out and I become a finalist simply NOT submit either app, or if I'm not a finalist simply submit the app of my top choice? I am concerned because I won't know if I'm a finalist until October 22 but the materials are due November 1, barely a week and a half afterward, and if I'm not chosen as a finalist and I wait that long to request stuff from my school I won't be able to apply ED at my top choice.
