Would I have a shot at a scholarship in Tulane (applying Nov 2007)?

Stats:

SAT: 690 M, 650 CR (1340 CR+M), 590 Writing = 1930
SAT II: Math II, French, Literature (to be taken in May, 700+ in all), Hebrew in June (700+)
GPA: 4.00 UW I believe
Rank: 1-3/60
Courseload: IB Diploma (English Lit HL, Port Lit SL, French B HL, Geo HL, Maths SL, Phy SL, ToK), predicted 41 points....very tough
Recommendations: will be outstanding
Essay: should be great
ECs: great, includes variety of sports (hiking, tennis, volley, kayake), academic prizes, languages (fluent in 4: English, French, Port, Hebrew with good knowledge of Spanish) and expeditions

However I am an international student from South America, Caucasian and Jewish

What do you think are my chances for acceptance and a good scholarship (like 22K or Dean's or combined etc.)?

Thanks, the real problem right now would be paying, because I do have some good safeties on my list that I would surely be accepted, but I really like Tulane and I think New Orleans must be awesome.

Do you think they would overlook my SATs being about 100 points below the average for the 22K with my courseload, recommendations, skills etc?

IMO Tulane's scholarships are based almost exclusively on your statistics (standardized test scores and GPA)---essays and other factors pull minimal weight---you have a year retake the SAT
