<p>Agree with Greensleeves. The "may be entitled" is a weasel phrase that will let get off scots-free if they do not deliver. But even with "are entitled" you don't need them.</p>
<p>I don't know about $25 (seems high), but my d did spend $5 for an Application for an ESA Foundation Scholarship last year and she won $500. I think you really need to look at what the organization is offering and how it it set up. My d applied to quite a few and most were free. I believe the most we paid for any one was $7. Any that charged stated it was for clerical and processing costs, and anything more than $5-$10 sounds like too much. Good luck.</p>
