Would they answer this?

My D got a financial aid package at one school that had a very, very generous need component. I wonder if that is because her sister will overlap with her next year, for one year only. The sister is at a CUNY, so it's not a huge amount of money for tuition. I'm curious how the second year will play out, so I'm wondering if I have the right to ask the potential college how her sister's graduation would affect the applicant's future financial aid. Thoughts?

I would! That is a great question, and one that you should know before your D makes a commitment. One of the questions I intend to ask is if the scholarships/grants are guarenteed for 4 years. You can also ask what they will do if the tuition is raised.

Very good question.

I’m not sure how this all works, but even if the sister is at a low cost CUNY, your EFC could really jump next year. If your D’s EFC doubled next year (which is likely), the FA package would likely look different, right?

That’s what I was thinking. I sort of assumed that all of the schools would follow the Muhlenberg model and take the actual cost of the sibling’s college, rather than a general formula, but I think that may not have been the case with Fordham. But I am not sure.
