Father has a HS diploma. Mother has an AA degree (2 yrs) from a foreign country.

The fact that your mother’s degree is in a foreign country doesn’t make a difference, college counts where ever it is.

Colleges have different definitions of what they consider first gen. For some it’s if either of your parents have attended college at all, for others it’s if either has a 4 yr degree, etc. That’s why college applications don’t ask “are you a first gen student?”. Rather, you are asked for the college history of both parents (where they attended, when, and what degree, if any) and then the college decides whether you fit their definition of first gen.
