<p>If someone orignally from North Dakota lived in Vancouver, WA for a year (for non-school purposes) but worked in Portland, OR (which is directly across the river), would they be considered a WA resident? Assuming they got the WA driver's license, registered to vote there, etc.</p>
<p>Probably, but residency for the purpose of paying in-state tuition may have different standards than residency for the purpose of paying taxes. You have to check this out with the colleges.</p>
