I am a junior wanting to major in computer science or engineering. Would writing a website or app to teach a foreign language (which is also my passion) help my application on top of joining engineering internships and competitions? Or would it just be consuming too much time?
Is it something you’re interested in? If you weren’t going to college, would you write this app or website?

As with any EC – if it is something you want to do then do it. If you are doing it simply to try and pad your college activity list then don’t bother.
Perfect! Then yes, do it. Keep in mind what you’re hoping to gain - specifically what experience, knowledge, additional skills. When you write your college application, those are the things you want to mention because those will show who you are and how you think.
IOW, if you just list xyz app or xyz.com on your app, that’s not very impressive and doesn’t show the college much about you. On the other hand, if you describe why you did it, what you learned, how you grew, etc… that’s where the magic happens.
Don’t do things for a college app; generally that’s not effective because colleges aren’t looking for the thing/end product itself and if that’s the only reason you did it, you won’t be able to describe it in a way that will interest colleges. If, on the other hand, it’s something you want to do - do it and be sure to communicate why.
