Is it true that 2 Writing II courses are required for graduation(Econ major)? Is it also true that taking Eng Comp 129B can fulfill the Writing II requirement? As a Sophomore (next year) nonenglish major, which makes more sense to take? Is it alot harder to get a decent grade in the 129 class?

Yes, they're required. Either (2) Writing II or (1) Writing II and (1) Seminar.

Thank you for the response and link, but I still don't know if the seminar option is much more difficult and therefore harder to get a good grade (for GPA for prereqs) for a nonenglish major. Those "in the know" please resopond.

you can knock out both requirements spring quarter in a GE cluster. one seminar class counts as seminar AND writing II.
if the topic is interesting to you, then it's ideal. it's basically a writing II class, but in a once-a-week seminar format.
