Writing question from October SAT

I was just kind of unsure as to why this answer is the right one:

The apparently chaotic images in certain types of contemporary painting strike many viewers as both confusing but delightfully original.

a) but
b) but also
c) yet
d) and as
e) and

The correct answer is e, which is what I put on the test. However, I'm looking at my Q&A package, and c) seems to be a somewhat valid response. Looking closely, would the both that appears earlier signify that and is the correct word?

Yes, both makes "and" the correct answer.
