<p>It creates a fragment. It leaves me saying “when what?” I feel like it should say “it was not until the late 1980s when NZ musicians began to reach international audiences THAT THE MUSIC BECAME FAMOUS.”</p>

<p>Choice (C) should be “that” in order to create a complete sentence.</p>
