<p>the answer is D, and I don't get why it's D</p>

<p>It’s supposed to say ‘any other tool,’ because any tool could encompass the hammer. Splitting hairs, I know.</p>

<p>To play Devil’s advocate, though, you might be able to see a motivation for D by interpreting “any tool” literally. If one uses the hammer more than <em>any</em> tool, then one uses the hammer more than one uses the hammer!</p>

<p>It’s like saying that “1 is smaller than any positive integer”. That can’t be true, since 1 is a positive integer and “1 < 1” is false. One should say that “1 is smaller than any other positive integer.”</p>
