Writing question

The information age has ushered children into a global society, (this situation causing educators to lament) a lack of texts that explain the diversity of cultures.

I thought the answer was (and with it educators' lament at) but the correct answer is (a situation causing educators to lament). Why in the correct answer is it not "a situation which has caused"-why is causing it.

AFAIK “a situation…cultures” is an appositive phrase renaming “global society”. Appositives are joined with commas.

well “with it educators’ lament at a lack of texts that explain the diversity of cultures.”
i think its a fragment, not 100% suree though can we get more explanations?
