D. cuisines in New Orleans also have become
E. also the cuisine of New Orleans is

answer and why? Thanks

C.
The subject of this sentence is "cuisine," since that's what the prepositional phrase is referring. It would not make sense for New Orleans to be considered a flavorful cuisine. D is wrong because the subject has to be singular to agree with "one of the most popular"
