Writing question

Mediators were standing by, prepared (to intervene in) the labor dispute (even though) both sides (had refused) earlier offers (for) assistance. (No Error)

the parenthesses was meant to be underlined.
oh and the answer is for. i don't get what's wrong with that.

Offers of* assistance maybe?
Just what I’d guess

I would guess “of” assistance as well, although I pretty sure I wouldn’t that up if it were on the test.

“offers for” is unidiomatic and should be replaced by the more idiomatic “offers of.”
