<p>Why "that list includes" not working?
I thought using "including" means this two-wheeled vehicle includes those names but vehicle cannot include names right?</p>

<p>Answer : have so angered the workers that they have threatened</p>

<p>Why "have angered the workers to threaten" not working?</p>

<li>“that list includes” is wrong because it’s setting up a new independent clause. Kind of hard to explain, but “that” is functioning like an adjective describing list, when I’m sure you’re used to seeing it used to start a subordinate clause. And then, “including” correctly changes that clause so that it is correctly modifying the “number of names”</li>
<li>the participle phrase "to threaten"is not acting as a verb in that second clause. Therefore, it has no main verb, which the answer corrects.</li>
