Answer is B
But why is A wrong?! doesn't such phrase (starts by "Having.... bla bla , the bla bla bla ) means Cause and Effect?</p>

<p>All right. I went through the same frustration, brother. So the problem might be apparent right-away it will take some time. First of all, ‘having million…’ means that Florida people did ‘y’ work because they had ‘x,’ which is false. Instead, you need to asked why did the Florida people take such action? and you would answer with ‘Because…blah blah’ hence you choose because. </p>

<p>Observation:</p>

<p>When you see sentences like these that contain ‘Having and Because’ in the option. In most cases ‘having’ would be the one that is correct and in few cases ‘because’ would be correct that is IF the sentences are like these with no addition of ambiguous pronouns or anything!</p>

<p>A means that “Florida environmentalists” have millions of gallons of freshwater and presumably no one else. (I assume the intended meaning is that FLORIDA has millions of gallons of freshwater.) Look beyond cause and effect when examining participial modifiers.</p>
