Writing Section Question Help Please

<p>In [those cities] [in which] public transportation is adequate, fewer traffic problems occur and pedestrians [are rarely] [involved in] aiccdents.</p>

<p>The answer is no error, but I thought "where" would be a better answer instead of "in which" because it describes location, doesn't it? </p>

<p>Someone explain, please?</p>

<p>I thought the double use of the word “in” was redundant, but the sentence above is technically grammatically correct, although it can be phrased batter.</p>
