Overrun should be “was overrun.” This is a conjunction phrase. Switch the contents of the sentence around and you can spot the error more easily.

I think D - should be “passersby…unoccupied.”
@NotTop8Percent is right. Parallelism demands a verb phrase: “was untended” / “had no shutters” / “was overrun” is parallel.
@marvin100: I assumed the poster mistyped, as the home also had to be assumed to be unoccupied based on the condition. So I figure(d) the quotation marks were in the wrong beginning place, and the word un/occupied was listed. Wait…I never saw the ‘E’ at the end. That is actually the problem.
