WUE rate - when do you find out IF you are getting it or not?

For those with experience either getting or NOT getting the WUE (wiche) rate at a WUE participating school – at what point did you actually FIND OUT (know) if you were getting the WUE (usually 1.5x resident tuition for non resident) rate?
