I'd like to get your opinions on my daughter's transfer applications. She is applying to VaTech, JMU, and UVa. While her high school gpa was only a 3.5 weighted and SAT was a 1200, she was extremely involved with the school, lots of leadership positions. She is now very involved at UMD and made the Dean's List with a 3.6. Is she wasting her time applying to these schools, especially UVa? She wants to major in Poli-Sci and we're in-state.

Perhaps you should also post on the Transfer board?

I don't know enough to comment on the question but posting in the Transfer thread is a good idea. More importantly, a thread title like "Question about transfer to VaTech/JMU/UVa" will get a lot more readership because it's specific.

Well, I don't know much except that when a friend's daughter applied to transfer to WUSTL from a Top 100 school, WUSTL told her that they took most tranfers with B averages. Your D should be fine.
