What qualifies as international? Residence? Or citizenship?

Hrmm...not sure. I know there's U.S citizen living abroad. Apparently, I am an international student with the advantage of the U.S citizenship. I was born in Pennsylvania, but I have lived my whole life down in Panama. My school has a bilingual Panamanian educational curriculum and schedule. I mean, there's nothing really U.S about me besides the passport. I'd have to go with residence.
