1180 SAT or 25 ACT?

I know the scores listed arent very good. I am planning on retaking them, but which one is “better”? In terms of submission to a college.

They are pretty close on the conversion tables but the 25 is slightly better.

What’s the detail for each?

SAT: 610 RW 570 Math
ACT: 27 English, 21 Math, 26 Reading, 24 Science

I think the SAT is better.
Can you work on the math to improve it? In that case, you may make more progress on the ACT.
