<p>An oxidiziing agent is the element which gets reduced in the reaction. In this case, the charge on the Manganese goes from a +7 to 0. Therefore, it gets reduced, and therefore, Manganese is the reducing agent.</p>

<p>I think number 1 is D.....</p>
