A bad CP history grade in senior year due to plagiarism

Hi everyone! I am an international student and I get B in my recent CP history class because I had an issue with plagiarism in the first quarter. Although they allow me to redo my essay, the teacher gives me 78 on my final essay. I don’t think that means my essay is bad because the worst score on essay I get in AP history class is 85. I doubt that the teacher merely wants to punish me for plagiarism but the judicial board didn’t tell me about that. They just told me to redo my essay and that’ would fine and they know that chinese culture is different and I did plagiarism due to my lack of knowledge. Since the teacher gave my “incomplete” for my first quarter grade and I thought that wouldn’t count to my final grade, I didnt pay attention to that and decide not to drop it. I got A- in my second quarter and I thought A- would be my final grade because an incomplete grade of the first quarter wouldn’t count into the final grade. However, at the end of the first semester, the teacher suddenly changes my first quarter grade to B- and my final grade becomes B. I don’t know whether it is appropriate for the teacher to change the first quarter grade after 2 months and gives a student C+ on essay while the judicial board gives me chance to redo my essay, which I assume that the teacher will not punish me for plagiarism. If I knew that, I would drop this class even though it will appear W on my transcript. Also, the weird thing is that the teacher didn’t talk to me about plagiarism and just threw me to the judicial board. I have to say that I kinda feel unfair and disrespected. He never says hi to me in school and every time he looks at me I feel strangeness. I don’t know whether I need to voice my concerns to school because I don’t know how this issue looks like in american culture. Anyone helps me? Thanks!

Also, he is a harsh grader. While other teachers who teach CP history give most of students A+ as long as they hand in work on time, A in his class is extremely hard. He is a new teacher this year and I guess he doesn’t know that a CP history class in our school should be easy to get at least A. I feel that getting A on essay in AP history class is much easier than getting A- on essay in his class. And I feel unfair while other students in other CP History classes can get A+. I believe that when colleges look at applications, they will feel extremely bad when they see that I get a bad grade in CP His class while others get A+ In the same level classes.
