<p>Each public university and community college has its own policy about residence, and that information is posted right on its website. Generally speaking, unless you are a citizen, legal permanent resident (green card status), or fall into one of the other immigration categories where you can file the FAFSA, you won’t qualify for in-state residence. However, some institutions will classify people in other immigration categories as in-state if they have lived there for a certain number of years and/or have graduated from high school in that state. These policies can change at any time, so you really do need have to check the websites of all the places that you are looking at.</p>

<p>Some public universities don’t charge different prices for in-state and out-of-state students. Again, this is due to their individual policies, and could change at any time. <p>If the price of tuition in the U.S. is driving you crazy - as it does to many of us! - you might also consider Canadian schools. Even if you don’t get the lowest rate (the rate Canadians get), you might find you can get a top notch education for a lower price than it would cost in the U.S. Google “Canadian Ivies” and you can read articles about U.S. students who have chosen to go to Canada for college.</p>
<p>Bemidji State in Minnesota offers the same low tuition to in state, out of state, and international students. However - as much as I love Bemidji - I have to say that most students who write that they would like to be in a college that is near New York City are not likely to find the ambience they are looking for in Bemidji.</p>
<p>In Georgia (and I would assume the same in other states), there is a separate set of tuition classification rules for non-citizens than for Americans. Non-citizens’ eligibility for waivers of the out-of-state surcharge is based upon students’ visa types as well as their domicile and residency actions.</p>
