I was wondering if anyone knew any particular college or colleges that had good programs to be an actuary?

This has been discussed a number of times on cc. Any math related major will give you the tools to start down the actuary path. Check out beanactuary.org for all the details. Nearly every college offers what is needed. Choose your college based on overall fit.
The Society of Actuaries and Casualty Actuarial Science have a nice website that will help answer a lot of your questions.
