Am I considered as an international student by colleges?

Hi.
I am a current NY state resident and I have been living in the US since I was two (I was born in South Korea).
My parents have failed to get a greencard which means that I am still in the US under a visa (H4).
However, recently I have heard from people that since my dad (H1B holder) pays all US and state taxes, colleges would consider myself as a greencard holder. I am not sure if this is true or not.
I researched a bit online and found this too http://policy.cofc.edu/documents/9.1.7.pdf
Thanks in advance

Yes you are an internationl student but you may get in state rate if the school allows it.

whats a state rate? Is that the in-state tuition?

Yes

May i ask how confident you are saying that im international?

As a long term legal resident of NY state, NY PUBLIC universities might consider u eligible for in-state tuition rates-- but contact the schools to VERIFY this.

Because u are neither a US citizen nor US Permanent Resident, u do not qualify for US Federal financial aid. And at both public & private schools, u would not qualify for financial aid that is targeted for domestic students.

A prudent strategy would be to aim for schools which give generous merit aid irrespective of citizenship/residency.

My son has a korean-citizen friend who resided and was schooled outside of Korea his whole life. He ended up attending college in Korea.

But I would have a significant disadvantage in admissions right?

If NY public universities regard u as an ‘in-state’ student, then u will likely compete in the NY-resident applicant pool.

Private universities will likely put u in the int’l applicant pool w other applicants who are SKorean citizens.
