I think it would be like earmarking money you give to The United Way or some other charity. Say you want your United Way money to go to the Girl Scouts and they assure it it will. Well, the United Way has already made a budget and the Girl Scouts get $x from the budget. The only way that the Girl Scouts get extra money because of your specific donation is if so many people wanted the money to go to the GS that the special earmarked funds exceeded the amount that UW had budgeted for the GS. If $100k was in the budget for the GS but people earmarked $120k, the GS would get the $120k and some other charity would get less.

Princeton has undoubtedly allotted certain money for FA. It’s unlikely an earmarked donation is going to change that. A donation to the drama department or chemistry department might actually help that dept.
