Annuities, FAFSA and EFC

How are annuities treated under the FAFSA for purposes of figuring my EFC?

I believe they should be included part of your investments.

Even if there is a penalty for withdrawal prior to 59 1/2?

My error: the FAFSA worksheet states: Investments do not include...retirement plans (pension funds, annuities, noneduction IRAs, Keogh Plans, etc.)...

So I guess if it's a retirement annuity (which you seem to indicate it is, based on the penality of withdrawal prior to 59 1/2), then it would not be included as an investment.
