i would love to get an undergraduate illustration degree, but the problem is that it seems that every school is way beyond my budget. are there any good but affordable schools or any possibilities of reducing the fees?

If you are not a California resident, the annual cost of attendance may be about $35K (according to collegedata.com, but depending on how many “units” you take, transportation costs, etc.)
Is that amount affordable to you? We have no way to tell without details about what your family is able and willing to pay.
CSU-MB apparently does not offer financial aid to international students.
Art schools are tremendously expensive. Try to find a regular college or university that offers this major and may offer some scholarships.
