Any ideas for Safety and Probable Schools?

Hi College Confidential.
Can you share any information about academically strong safety and probable schools in the US for a student who has: 27 ACT, 3.7 GPA, 4.6 Weighted, and a captain leadership in a sport with several other internships and extracurricular activities. I know this is a broad topic, but feel free to give any names of schools that, preferably, have strong Business (Finance, Economics) and maybe even an Agriculture major.

Two of those schools are privates and don’t meet need. UIC isn’t cheap either.

For a school to be a safety, you have to know FOR SURE that all costs are covered.
