Well, official site of the university of alabama says: “International students graduating outside the US are not required to submit SAT or ACT scores for admission”. And there are plenty of others universities which do not require SAT/ACT, but i totally understand that SAT scores are a kind of a crucial factor in FA decision. But i hope for the best 
Alabama does not require them for admission, but it absolutely does require scores for scholarships… unless your co-signer is willing to foot $48,200+ per year?

Test scores are required if you want financial/merit aid because scholarships rest on test scores.
Ops… I didn’t read up to the end… But in general, is it any sense to apply to universities in hope of getting some kind of FA without SAT? Or is it gonna be just a waste of time and money?
Almost all of the places that might give you the aid you would need will require an ACT or SAT score and a TOEFL score. So read the information very carefully before you spend money to apply.

I don’t know which schools you checked, but if you already have an idea, read up on those schools you saw, that you’ve said provide funding. Then check what the ACT/SAT requirements are for those schools.
Forget California publics since they don’t have enough money for their own students.

If we did, we would have told you. But you have to realize, there are more than 3,000 colleges and universities in this country and most DO NOT give a lot of financial aid to international students who aren’t in some way exceptional. But that doesn’t mean that some school, somewhere won’t accept you with aid.

It is difficult to offer suggestions when you haven’t answered several questions, the most important of them being, “How much is your co-signor willing to lend for you?” If you can’t answer that, now is the time to have that conversation with that person. It makes no sense for you to deplete your family’s resources applying to schools that you will not be able to afford. In addition, you will have to show a US customs officer that you can afford to pay for your college BEFORE they will issue you a student visa. Your work options are extremely limited on a student visa (likely a part-time job on campus that will earn you $3,000-$6,000 over the school year).
You have not explained why you can’t take the SAT/ACT. Yes, there is a cost for the exam and you are responsible for your own travel costs to a test center. However, for the money you seem to expect to be given in scholarships, this is a comparably small investment. If you are a poor test taker, that is understandable, but, as an international, it will cost you financial aid just about everywhere.
US universities are happy to welcome “average” international students, but they are highly likely to be paying the full price. Statistically, only a minority of international students studying in the US receive any financial aid at all. Unless you are one of the top handful of students in your country AND you are willing to provide SAT/ACT scores, you are realistically not going to be able to study in the US on the $5,000 per year you can afford. You may, in fact, be one of the best students from your country, but we don’t know that.
It may be possible to attend a university in your own country and do a semester on exchange here, though. You may be able to live with your co-signor and attend a community college on $5,000 a year (giving you a 2-year degree, but possibly less chance at financial aid to finish years 3 and 4).
Everyone here will try to help you, but without more details regarding what you can bring to the table, we just can’t provide accurate answers or suggestions.

Thanks for your answer and honesty! I haven’t had conversation with a co-signer how much he would lend me, but now I’ll do. Well, it seems to me, that it’s too late to take SAT now, because deadlines are getting closer and closer and the closest SAT test in the middle of october (to be honest i just messed up with timing due to health related problems and time just vanished…). I’m not a bad test-taker, but also i’m not a super extraordinary person, i just study in the best school my cities where it takes toll to get in and have only 3.5 GPA ( converting to american system). I mean my family can contribute more money, but it means that they’ll spend all the savings and I can’t let it happen… Perhaps, I’m just too naive and thinking that it’s possible to make my dream come true, but I’ll try anyway despite any obstacles at any cost.
In order to receive a chance at ANY funding, you have to be an exceptional student. That’s the part you don’t seem to understand.
You have to be the best student in your country to get a remote chance at financial aid and into a university that funds international students.
If you are not the best, but one of the best, then you may be able to get into another university, but it will cost you. Assume that most universities will cost $40-$60K USD per year. Is your cosigner willing to cough up $240K for your education?
The US universities don’t have enough funding to fund US students, and has even less money to fund international students. Your “dream” of attending a university (???) has to be built on your achievements, test scores and your finances. You can get an education anywhere.
If you get into a US university, you attend for 4 years and then return home.
It doesn’t matter that the SAT is in October (and isn’t the ACT in September)? If you’re serious, you’ll take the tests. The first deadlines are December 1st then January 1st.

You have time to register, prepare, and sit for the SAT. Do it. You’ll increase your chances for acceptances and aid.
Unless your cosigner is willing to borrow ~$150k for you (+ interest) you have to have SAT or ACT scores. You won’t be eligible for the kind of aid you need without them. Is your 3.5 GPA weighted or unweighted?
^ that 3.5 is meaningless, it’s an equivalency made by the OP and could mean anything from top 10 student in the state to bottom of his class…
The OP is international. Weighting is almost exclusively an American concept. Another American concept - grade inflation. So as @MYOS1634 says, the 3.5 means nothing out of context, and means even less, since the OP attempted to convert to the American standard, which almost no college will ask him/her to do.
