Temple’s MT concentration is more similar to a BFA degree, but if you have lots of AP credits, it might be doable. The theatre degree itself has lots of room for course options and you can definitely double major as a Theatre major, but if you pursue a concentration, it’ll be much more difficult.
The Rutgers theatre BA is through the New Brunswick College of Arts and Sciences. Based on the website have several performance opportunities including musicals.
Just a quick reminder that there are many fantastic BAs with MT concentration per the thread title (e.g. Northwestern, Yale, USC) not being mentioned here due to the OP’s stated constraints.

University of Northern Colorado (Greeley, CO) has an audition-based BA in musical theatre, but from what I’ve heard it is competitive for a BA and is structured more like a BFA. St. Edward’s University in Austin, Texas has a BA in Theatre and a minor in musical theatre, and I’ve heard that their program is great and they will help you earn equity points! UCLA also has an audition-based BA in musical theatre, but even though I’ve heard this one is structured as a BA, I’ve also heard that it’s very competitive for entry (and in general). Point Park (Pittsburgh, PA) offers a BA in Theatre Arts: Performance and Practices, and after 2 years you can customize your course of study to focus on MT. Columbia College Chicago has a BA in musical theatre that has been around for years, you can audition for entry into their new BFA program or you can enter the BA program with no audition required!
