It’s common for American-style universities to be vague about admission requirements because there are few hard-and-fast requirements. In making admission decisions, the university may consider any of the following and more: your academic record, your hobbies, your letters of recommendations and personal statements, your ability to pay, your gender, nationality, race or religion, whether your family is wealthy or politically connected, etc.
Also, just for comparison you might want to check out the requirements for Bard’s college in Berlin https://berlin.bard.edu/admissions/how-to-apply/application-requirements/ , where it states :
“At Bard College Berlin, qualifying students can earn both an American and a German BA degree. To be eligible for the German BA degree, students must have a secondary school qualification that is considered equivalent to the German Abitur.”
It further details requirements for the IB Diploma. It is quite likely that Jacobs follows similar policies, at least it’s a reference point to consider. Good luck.
