<p>His fight in Europe wasn't looking too bright when Russian's cold winter killed 380k troops out of his 400k. He realizes he can't conquer the world all at the same time so he decides its smarter to shell out and get some more dough to buy some more people.</p>

<p>His attention was focused on other things (i.e., domination of the continent), so he felt that France's American possessions weren't very important</p>
