Is it allowed to apply Early Action at Harvard while applying Early Decision (binding) at another school?

No. Harvard is Single Choice Early Action. Although you have the right to turn Harvard down even if accepted early, you cannot apply anywhere else early.

You can, however, apply concurrently to "rolling admissions" schools such as the University of Michigan.

Although many will also do nonbinding EA schools like MIT, Chicago, Georgetown and Caltech concurrently.

That is prohibited, however. But it still goes on.

What if I want to apply for colleges outside of the US, for example Cambridge? The cambridge application is due in sept.

I think overseas + rolling is allowed.

Can someone clarify what rolling admission is?
