I hope loans do not comprise a major portion of financial aid for int'l students.

There us NO WAY I can possible believe that Dartmouth is anywhere near the 18th worst in providing financial aid ... there are 3000 schools in the US of which about 2900 do not offer to cover 100% of the student's EFC. Dartmouth is one of the 100 that DOES promose to meet 100% of need (the EFC)! How is it possible Dartmouth aid is one the 18th worst? Without being able to see the article I'd guess the info was presented backwards and Dartmouth is 18th best ... I can't imagine how it is outside the top 100 or so.

@spideyunlimited: There are no loans in the financial aid packages, even for international students. My roommate is international and his financial aid package (which covers about 75% of tuition) is all grants.

OK lol. I'm going to need around 90%; thank God admissions are need-blind.

I've found D has the best financial aid of all, though I was quite a while ago.
My original aid package was around 11k, half in loans. I was also an international student.
They proceeded to BEAT a FULL SCHOLARSHIP from a school OUTSIDE THE TOP 30.

Just give them a call.
