Can I include debate awards that are not directly affiliated with my school, but with some other academic institution like a University?
Yes, they mean awards you won that are academic (so not sports or arts).
Debate awards go in the extracurricular section where you list debate as an activity.

Hm, I’m not that familiar with debate (I don’t do it myself, and I don’t have close friends who do) so I’d suggest going with what @guineagirl96 says instead.
