Bard College: Is the Early Action option binding?

<p>Thought Early Decision was the binding one, yet Bard’s website reads: Highly qualified candidates who are certain that Bard is their top choice are encouraged to apply by November 1, using the Bard Application, the Common Application, or the Universal College Application. Applicants will be notified by January 1. Please clearly indicate your intent to apply Early Action on the application. The application fee is $50.</p>

<p>Doesn't really make sense why you'd have to be "certain that Bard is your top choice" to apply Early Action though, does it?</p>
