When a student receives a PELL or CAL Grant, may that money be used to pay for off-campus housing or other expenses that aren’t billed through the school? How does this work?

Any aid that you get is going to pay for qualified educational expenses first; tuition and fees.

Once those cost are met, you can use the remaining balance for your room and board (unless you have a full tuition scholarship, this is most likely not going to happen)

So the college will disburse the PELL or CAL funds to the student to pay a landlord?

Yes. You may have to contact the FA office for that to happen
