<p>The reason why it is A is because:</p>
<p>B is not specific because the "there", the reference is unknown.
C, we don't know where the "where" refers to
Same with E.
Obviously not D because D is not an independent clause (or complete sentence).</p>
<p>Therefore, A is the best answer because we know where he practices law and it is a dependent clause.</p>

<p>I know, its a weird problem. In real life talking, we would assume that the person knows where to practice law. but in the sat = no.
