<p>I recall reading that you have to be a resident for at least 10 months prior to asking for IS. This means you cannot be a dependent of your parents if they live outside of MD. Living in the dorm does not count as residency for MD</p>
<p>since it would be difficult for me to pay for my own tuition, what if I got a scholarship from say a business in maryland. would make things more easy?</p>
<p>You should apply for any and all scholarships. Make sure you apply to FAFSA in January, don't put it off</p>

<p>I don't know about Maryland specifically, but to establish residency in other states, you need to live and work in a state (paying taxes there) for a year, and not be declared as a dependent on your parents' tax return. You may also have to establish that you did not move there for educational reasons.</p>
<p>It is not easy to become a resident for tuition purposes. If it were, loads of people would do it.</p>
<p>Evidently an international couldn't manage it without a green card.</p>
<p>Also as an incoming freshman it would be almost impossible since you will attend and graduate from an OOS HS.</p>
