Yep…this is where the politics spin. Grogan was tasked on what to do years ago(likely why they brought him here from Florida). The financial slide, using 2010 as a benchmark even though that was PASSHE all time high in enrollment. The new study will likely counteract the Grogan recommendations. Many political irons in the fire. The state better be careful as there are options to the north, west and south that offer PA residents better funded, vast educational opportunities.
Why no mention of the 24 PSU branch CC’s? Why no mention of all of the CC’s in the state? This is crap.
Note: the psu branches aren’t all what CC 's are in other states, that’s where the problem lies: some are solid 4-year directionals just like PASSHE schools.
An absurdity is how there are three different systems - they should be integrated somehow. Virginia has a good model for instance. I don’t think it’s possible, but community colleges and PASSHE schools may be better off if they remained public (state funded vs. State-related) but carried the psu brand. So, there’d be psu Mansfield just like there is PSU Altoona but one would be cheaper than the other.
Some colleges could be integrated (like Georgia perimeter and Georgia state) such as Harrisburg community college and PSU Harrisburg.
My worry is that such a move would justify cutting funding to PASSHE schools to psu branch levels.
FYI just looked at Youngstown State net price calculator, which was easy to navigate.
Tuition, fees, room & board is estimated at about $25,000 and they estimated about $7,000 in merit aid and a housing grant of $2,000 for >3.5 GPA and 1170 SAT.
It also mentioned that if you qualify for PHEAA grant, you might be able to use it there (I think the portable amount is reduced by a lot), and that they match up to 200% of the amount of PHEAA grant awarded.

@mommdc…Yes, Youngstown State will surprise you with the price, campus and the offerings. Being from Western PA(Allegheny County), academic and athletic money…The Price was about 45% of what Bloomsburg would have cost us. My daughter really liked it until the lunch table talk bad mouthed it and then it was off the list.
