I do have the published US News that was sold through Jan 2015. The other doesn’t come out until maybe mid-Sept?
They list the best in specialties by separating the schools into 2 categories (highest degree BS/MS and PhD).

Many large flagship schools have strong Engineering programs - my DD is studying civil eng at Univ of AL, and is also in an honors program STEM MBA. They offer four areas of concentration (something a larger program would offer).
Since you are an international, the Military Academy is off the table.
Some state schools don’t admit many OOS, so stats would have to be higher, like TAMU (Texas A & M Univ), U of WI-Madison. However U of WI-Platteville is ranked (don’t know about their civil eng program). Platteville is much smaller school than U at Madison; do know a few that have studied engineering there, but don’t know about their civil eng program. Brother graduated from UW-Madison in civil eng.
I would investigate Milwaukee School of Engineering (MSOE) if you can afford their tuition - not sure on details of their civil eng program (H graduated ECE).
Out of the CA schools listed above, perhaps the best chance for admit may be Cal Poly SLO. Friend’s son is studying ME there and likes it.
The 2016 college admission process won’t start until this time next year. However I don’t know what your additional things you will need to do for being a ready applicant as an international student.
The key thing is to apply to a school that you can afford and that you can gain admission, and that you can be successful at (and hopefully enjoy the school and its surroundings).
