Best place for music?

I'm trying to help my best friend come up with a list of schools that she might consider applying to that have good music programs and are in a realistic range for her. She has about a 3.0 unweighted, with a couple of AP/honors classes that she got Bs in, and an SAT of 2050. She took AP Music Theory as a freshman and got a 5 on the test, and plays in the marching band/jazz band at school and is looking to do music composition in college. She comes from an extremely low-income family and would definitely need to find a school that would offer her financial aid. She will be the first person in her family to go to college and she's half Native American, half Mexican.

She wants to stay in California but her family isn't very supportive of helping her find a college, so if you could help me help her, that would be great. Thank you!

For soCal, try Chapman U (They claim to meet full financial need), and Long Beach State’s Bob Cole Conservatory, which has scholarships up to full tuition. Maybe U of Redlands is generous with funding? Also check UOP in Stockton. And she should definitely start scouring the outside private scholarship opportunities that she may qualify for.
