Brother applying to Penn

How much does having a sibling at Penn affect an applicant's chances? Is it the same as a legacy? Should he apply ED?

Dont think it counts for much. Definitely not a legacy.

What if your sibling goes to the grad school at Penn on a full ride as an MD/ PhD? Also, he graduated summa from Harvard- will the prestige of his accomplishments somehow benefit me (even in the slightest way)?

unless your brother’s achievements made him rich and he is willing to “negotiate your admission”, no, not a chance.

I would have thought having a sibling already at Penn would help him a lot. Almost as much as having a legacy

Nope, not even close as I understand the system.

open house for class of '13 had some adcom congratulate a kid who is the 6th kid in family to be admitted to penn. I’m sure they would have taken the kid with a 1200/2400 just to be able to say that.

Sibling legacy is HUGE at Penn (and at a lot of other Ivies, too). Check The DP- I know I read an article about it. Plus, lots of my friends have older/younger siblings at Penn. As long as your sibling applies ED, it counts a lot, at least at the undergraduate level.
