If someone's family earns an income that's higher than any of these numbers, does that mean that he/she is not eligible to apply for a Cal Grant?

i am not sure but their is a competitive cal grant which is based on gpa and not income. but i think those are based on funding and whatever they have to spare.

You can apply, but you won't be eligible to receive the grant.

You do not apply for a Cal grant, you submit the GPA verification and the FAFSA, if you qualify your fin aid package will include the grant, your university handles it.

I believe that the competitive Cal Grant has the same ceilings as well, but is for people who missed the Entitlement grant deadline, etc...
