California Budget Crisis -- Reason to avoid UCs?

My son is a junior in engineering at Berkeley. He’ll be graduating a semester early, which isn’t unheard of in the engineering dept, since many of the kids already have close to sophomore standing as soon as they get there, given all the AP classes they’ve taken.

That being said, he almost never gets the classes he wants, when he wants them, so he’s been flexible and creative. For some classes, he attends the lectures that he’s not enrolled in (taught by Professor A) and then takes the tests for the class he IS enrolled in (taught by Prof B, whose lectures he has never attended) …and there’s been enough overlap in the material that he pulls it off. There are also online lectures now, which helps. When you go to a big school, you learn to work the system. My son is happy there.

The unpredictable tuition increases were an issue for our family. D got good merit aid and is paying less at private university than she would at a UC. is that an option?
