California HS student at a Florida CC

<p>Hello, I went to high school in California for 4 years. For personal reasons, I am now attending a nearby CC in Florida. I have about 60 credits (not units) completed and plan on finishing a bit more before I apply to save some money. </p>

<p>I want to apply to UCB's and UCLA's engineering program. I know coming from an out-of-state community college will harm my chances, but if I do get in, is there any chance I can apply for in-state tuition since I went to high school in California? </p>
